RULES OF ADMISSION OF FOREIGN CITIZENS TO THE STATE
EDUCATIONAL INSTITUTION
OF PROFESSIONAL EDUCATION

I. General rules
1. The Rules regulate admission of foreign citizens, persons withoutcitizenship, including compatriots living abroad (further - foreign citizens) entering the state educational institution of higher professional education "Amur State University" (further - AmSU) on the basic educational programs of higher professional education.
Admission of foreign citizens to the AmSU in the part not covered by the present Rules is carried out in accordance with the Admission Rules into educational institutions of higher professional education having governmental accreditation, approved by the order of the Ministry of education and science of the Russian Federation from October 21, 2009, № 442 (registered by the Ministry of justice of the Russian Federation on the 10th of December 2009, registration № 15495).
2. The AmSU works out and approves annual admission rules for foreign citizens which do not contradict the Code of Laws of the Russian Federation.
3. The admission of foreign citizens to the AmSU for training on the basic educational programs of higher professional education is carried out in accordance with the international contracts of the Russian Federation and intergovernmental agreements of the Russian Federation budget on the budget basis (including those within the quota introduced by the Government of the Russian Federation) and also contracts with natural and (or) legal persons on paid tuition.
4. The admission of foreign citizens on the budget basis is carried out:
4.1. Into federal state educational institutions of higher professional education on the basis of directives from Federal agency of education within the quota established by the Government of the Russian Federation according to the Russian Federation Government resolution from the 25th of August, 2008 № 638 "On cooperation with foreign countries in education" (Code of Laws of Russian Federation, 2008, № 35, art. 4034).
4.2. Into state educational institutions of higher professional education according to the Agreement on granting equal rights to the citizens of states - members of the Agreement on the intensification of integration in economic and humanitarian spheres, from 29th of March 1996 approved by the Russian Federation Government resolution from 22 June, 1999 № 662 (Code of Laws of the Russian Federation, 1999, № 27, art. 3364); according to the Agreement on cooperation in education, Tashkent, 15 May, 1992 (International Agreements Bulletin, 1994, № 6, p. 9); according to Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on cooperation in culture, science and education which is approved by resolution № 43 of the Russian Federation Government, 2 February, 1994 (Collection of President and Russian Federation Government Acts, 1994, № 6 art. 465) and other international agreements of the Russian Federation.
4.3. Into state and municipal educational institutions of higher professional education on the basis of the certificate of a participant of the state program on the assistance to voluntary resettlement of compatriots living abroad in the Russian Federation, approved by the Decree of the President of the Russian Federation from 22 June, 2006, № 637 (Code of Laws of the Russian Federation, 2006, № 26, art. 2820).
4.4. Into state educational institutions of higher professional education according to Federal Law from 24 May, 1999 № 99-FL "On the state policy of the Russian Federation concerning compatriots abroad" (Code of Laws of the Russian Federation, 1999, № 22, art. 2670; 2002, № 22, art. 2031; 2004, № 35, art. 3607; № 1, art. 10; № 31, art. 3420; 2008, № 30, art. 3616; 2009, № 30, art. 3740) (further - Federal Law).
5. Admission of foreign citizens mentioned in subparagraphs 4.2 - 4.4 of paragraph 4 of the present Rules who enter the University to study at the expense of the corresponding budget is carried out on the competition basis if the other form is not provided by the legislation of the Russian Federation.
6. Admission of foreign citizens to the AmSU for training on the basis of contracts with tuition payment by natural and (or) legal persons is carried out within the number introduced by the License on performing educational process, on the terms of the annual Admission Rules to the AmSU.
7. The AmSU places information mentioned in paragraphs 20 and 21 of the Admission Rules to higher educational institutions on the Admission Committee information board and on the official site of AmSU in the Russian and English languages.
8. During the period of applications acceptance the Admission Committee of the AmSU informs about the number of applications and about the contest daily, the Committee organizes special telephone lines to answer all the questions in Russian and in English.
